The gent who posted the video has been active on RCGroups Vintage and Old Timer forum in the past with, if I recall correctly, several different rudder only models with vintage gear. I think he might be in California. The caption for the video indicates the model was built based on photos in a book by Howard Mcentee. Howard was a leading RC guru particularly in the 1950's - 1960's era. He wrote for American Aircraft Modeler Magazine.

I will guess the model could be one of Howard McEntee's own designs, which may or may not have been published, but if it was it would most likely have been featured in American Aircraft Modeler or maybe Model Airplane News.

It looks familiar. It looks similar to typical models from the era, but I don't recognize it.

I will guess that the original had a sheet balsa covered wing which would have been typical of the era and not an open built-up structure as was used in the replica featured on the video.

After a bit of looking, I think the original model bears a lot of similarity to the Miss World's Fair, a kit, but with a couple notable differences such as stab/tailplane location. Still, the front end looks right, and McEntee's name is on the design. Link to Miss Worlds Fair:
