FWIW, I have an early Mk2 Mills 1.3 with a cuttout and that works by opening a hole in the fuel supply to the needle valve, thereby destroying the "suction". Admittedly it is a cuttout and not a throttle but the thing is so marginal on power that the model won't fly on anything less than full power so on the rare occasions when I want to bring it down before it stops through the fuel running out, it does enable me to cut the motor.
