Hi Carl.
All it needs is for the wind to be going up a bit faster than the glider is sinking through that air mass. The originators of manned flight (e.g. Otto Lilienthal, and the Wright brothers) all started by soaring ridges and sand dunes. With a steep enough hill and enough wind, you can get almost anything to stay up !
The beauty of coastal soaring is that a sea breeze often sets in directly onto a large area of the coast and, having traveled over the sea, the air is very smooth.
